Scholarships and NIL

Right now, we have two open scholarships. My question is, why does it matter with nil? Couldn't we take more players than the 13 scholarships and just have the nil Collective pay for their schooling room and board, Etc and they be a part of the team? Long isn't going anywhere with torn acl, if we could find a project walk-on whi would be paid via NIL for the scholarship, another way to take more players. Would have to convince someone, but a way around 13 limit. Thoughts??
